Structure of Divisional Alignments pre 1990-91

Hi, from RIIL historical records it appears that from 1963-64 to 1989-90 there were Metropolitan, Suburban, and sometimes Central Division tournaments/sectionals after the regular season. In 1990-91 the divisions were renamed to A, B, and C (and the sectionals continued although I don't think any were held for A). Does anyone know if the divisional alignments pre 1990-91 were structured by level of competition (for example Metropolitan essentially represented A, Suburban represented B, and Central represented C) or was it strictly geographic in nature? I'm trying to determine if the divisional tournaments pre 1990-91 represented A, B, and C championships (similar to Class championships in track) or geographic championships (Divisional championships in track).
