Can someone please tell me how the weigh ins work for states. Scratch the first day .....what about day 2?

Not scratch weight because you have the growth allowance. Day 2 you get growth plus 3. For instance if you are wrestling in the 132# weight class on day 1 you have to weigh 134 or below and day 2 you have to weigh 137 or below. You do have to certify scratch weight before states but I am not exactly sure what the date is but January 15th comes to mind.

Does anyone know what the .015% weight loss rule is and are the weights based on weigh ins of league meets or are non league meets included. Does the wrestler have to make scratch weight by Jan 15th?

Yes has to make weight by jan 15th. A wrestler is never allowed to wrestle a weight (not weight class) lower then what is posted on the RIIL weight management sheet. League, non league or tournament. Exhibition would be another matter. We are given a weight allowance of 2lbs growth now that we are past jan 1 but if a wrestler has not yet made scratch/certified they aren't supposed to have benefited from it,

Of what? You mean from what I said above? The benefit would be additional lbs without making scratch. So if you don't certify, make weight by the 15th you are no longer eligible for that weight class unless you make the scratch weight. Even then can't wrestle it at states if not made before jan 15.
