Could someone, please explain what happened... the ruling, the consequence... I can do my best from there to tell you whether or not the referee's did the correct thing.

Travers took down Walsh in the 1st, then was warned for stalling, he rode parrallel for a while, I wouldn't argue that call. 3rd period score is 2-1 Travers, they scramble out of bounds with Travers trying to kill the clock. The outside ref wispers to the head ref, and you knew what was coming, and to be honest at that point it wasn't a good time to call it, but Travers was hit for stalling when I thought he wasn't, but whatever. The refs, and the Griswold coaches failed to recognize it was the 2 nd stall call and a pt should have been awarded to tie it up. Time expires, Travers hand is raised as the winner, and both wrestlers leave the wrestling mat (Walsh against the wall 20-25 ft away, Travers lieing down 10-15 ft away). The 152 lb final is about to start head ref declares color anklets to Gomez and Waterford kid, when over announcment they declare that the 145 match will resume with :12 left in 3rd period with a score of 2-2, Travers loses in OT. Apparently the Griswold scorekeeper in the stands came down afterwards and notified the coaches of the 2nd stall call, I can only imagine the refs deemed it bad time, as I did not hear they're explaination.

I was under the impression that a protest or score dispute must be done before the start of the next match, and while the protesting teams wrestler remains on the mat.

If this is all exactly how it happened....
1) Shame on the referee and his assistant for both of them not knowing that it was the second stall call and penalizing the point immediately.
2) Shame on the opposing coach for also not knowing that it was the second stall call and bringing it to the table immediately after it was called.
3) Shame back again on the officials if the post match sequence (this time) happened exactly as described by wiseowl above.
Owl you are correct. The rule is as follows... Rule 6: Conduct of Matches Section 6: Correction of Errors Article 5: Tournament scoring errors by the referee or the official scorer. Errors by the timekeeper, official scorer, or referee must be corrected prior to the offended wrestler leaving the mat area if additional wrestling is necessary. If additional wrestling is not necessary the error may be corrected as long as the offended contestant or coach remains in the mat area.
So as soon as the other wrestler left the mat area, that's it match over. I understand the officials were trying to do the "right" thing since it is clear the match should have been tied, however, you can't break a rule to fix your mistake.
I know this tournament and match does not mean much in the long run, but if I were Travers' coach I would have protested immediately before the restart of the match. There is no way you can lose a protest like that with it so clear in the book the way it is written.

I don't know if Cumberland knew he left area, but I said to Griswold coach you can't protest it, he left the mat area and he gave a look of oh sh*t. There was some good/great and some bad/horrible officiating, but beauty is in the eye of the beholder. hopefully the CIAC won't come after me through the RIIL for public speaking of a CIAC official(s) lol.

There is no question that all parties left the mat. I think teams should be allowed to have their score keeper in the corner
